Potholes in New England Roads

Every year the roads crack and form potholes from the yearly freeze and thaw causing roads to damage quicker than in the south.

What is a better solution for roads that isn't being used today in the makeup of the asphalt, or other solutions like yearly or bi-yearly resurfacing maintenance, or even better materials beyond asphalt or cement that could make roads less prone to cracking and potholes?

Tell me any ideas or solutions you can come up with! There has to be a better cost effective solution out there that we aren't thinking of now?
